All purchasing activity for Kettering General Hospital Foundation NHS Trust will be undertaken in accordance with UK law, public procurement law, regulations and directives, the Trust’s Standing Financial Instructions and Standing Orders, and be based on the achievement of Value for Money.

 

Value for money is defined as the optimum combination of whole-life cost, quality and fitness for purpose to meet the Trust’s requirements.

 

Due North were awarded the contract to undertake contract management of all contracts including those promoted via systems such as OJEU in 2010.

 

All contracts above a certain value threshold, are legally required to be advertised in the Official Journal of the European Journal (OJEU), in accordance with EC and GATT rules on public procurement, and to comply with the White Paper on Standards, Quality and International Competitiveness (CMND 8621).

The EU threshold limit for supplies and services contracts from 1 January 2008 is £90,319. Please see OGC website for further information on the threshold limits.

 

Contracts Finder is a free new service for businesses, central government buyers and the public. It is now the main source of government procurement opportunities with a value greater than £10,000. You can also use Contracts Finder to access and search for closed tender and contract documentation published by central government departments and agencies. 

 

Suppliers of products and services for Kettering General Hospital Foundation NHS Trust are selected from national, regional or local contracts, or on an ad-hoc basis. A contract can be defined as any agreement on price with a supplier for a period of time for specific products or services, and may be obtained via a number of routes:

 

1. National framework agreements negotiated on behalf of the NHS by NHS Supply Chain (NHSSC) www.supplychain.nhs.uk

 

This is an organisation created for the benefit of NHS trusts, hospitals and other healthcare organisations to provide an end-to-end supply chain solution. It is a 10-year contract, operated by DHL Logistics, on behalf of the NHS Business Services Authority (NHSBSA).

 

2. Pan-Government framework agreements negotiated on behalf of all government bodies by the Office of Government Commerce (OGC) Buying Solutions www.ogcbuyingsolutions.gov.uk


When new products or services are identified by OGC Buying Solutions, or when an existing contract is to be re-competed, this is initiated through an EU procurement process for the supply of goods or services within a framework agreement or managed service. 3.  Local contracts for goods and services for Kettering General Hospital will be purchased in line with guidance provided in The Trusts Standing Financial Instructions and the Scheme of Delegation. 


The contracts managed by the Trust's purchasing department will either be advertised in the  Official Journal of the European Union, if above the threshold limit,  www.ted.europa.eu or on Contracts finder if below the threshold limit.

The Trust shall comply as far as is practicable with the requirements of the DoH “Capital Investment Manual”.  In the case of management consultancy contracts the Trust shall comply as far as is practicable with DoH guidance “The Procurement and Management of Consultants in the NHS”

Estates building works will use their approved list of contractors when inviting to tender unless a specialist company is required.  The approved list of Contractors is reviewed every 3 years.
